Yes. Log in to the same account and you will see your profile, matches and chats on every device.
You create a profile: lifestyle, budget, habits, location. Then you browse other people's profiles and swipe right (interested) or left (skip). You see people who match your filters. When both sides swipe right, it is a match and you both know you want to talk.
No. Your profile is only visible to people whose filters you match, e.g. city, age, gender, budget and lifestyle. Someone looking for a roommate in another city or for someone else will not see it.
